Wall mounted water heaters pass code?

Can wall mounted water heaters be used as boilers? Will they pass mechanical codes such as the International Mech Code?

In MA, each unit must be approved for the

specific use, but may be multi-use.

NTI's Trinity T and Ti Series were the first boilers approved yesterday by the MA Plumbing Board under the new CO requirements.
