    Maybe the relay

that operates the pump when one of the ZVs opens is stuck, or has been bypassed.

The Pump Is Wired To Run When The Power Switch Is Turned On.Will The Pump Be damaged If IT Is Left This Way.

I'm surprised it wasn't damaged already

also now we know why the ZV leaked. I'd use an R845 relay to fix this- have the ZVs close TT on the R845, use the dry contacts on the R845 to operate the gas valve thru the high limit, and use the 120V contacts on the R845 to switch power to the circ.
