replace big steam boiler

I have a customer with a 15 unit apt building that needs a new 1 million BTU steam boiler. Well, at least there might be a million btu's of connected load, but the heat load in the building is only 750 mbh (domestic hot water from other boiler)
can i downsize the boiler?
Does anybody have experience with Tekmar's steam boiler control? It adjusts ON time with outdoor temp, measures condensate rtn temp, and 1 or 2 indoor temps.

If you're not sure

what the connected load is, the only way to find out is to measure the radiation. Size the boiler from that.

What type of steam system is it? One-pipe? Vapor?

Measure the radiation load before sizing boiler. The Tekmar 269 is an excellent control. You can add nite set back w/ a D076 Sensor & a clock. Or turn off heat to an adjustable O/D temp. w/ just a clock.
