Atmospheric Venting Oddities

Has anyone seen a venting setup like this? Any idea why?
This is steam boiler. The draft inducer box (green) on the back of boiler is sealed off underneath. The flue pipe enters the top left side of the silver 'robot' looking box and another flue pipe comes out of the right side which then goes into the chimney. The silver box is open on the underside and as you see there are two thermometers for the undiluted and diluted flue gases. First thought is, a heat exchanger. But there are no other tubess entering or leaving the box.
