Have never heard of such and SERIOUSLY doubt it would be legal anyway...
There are however devices that can supposedly detect catastropic leaks at the fixture level and shut down the supply at the fixture level.

hay guys dose anyone know of a control i can use to automatically shut off the main water if it reaches 100 gal per day.
and id like it to reset each day so the most this house can use is 100 gal per day is there something like that?
