TRV problems in sheltered housing

Change the TRV head within the radiator enclosure to a "remote TRV actuator" with 6ft capillary. They are made by Danfoss and Oventrop and come in several styles to adapt to your existing radiator valve. It gets so hot within the enclosure, the TRV never opens allowing the radiator to stay warm.

If the TRV is not in an enclosure, some have "tamper-proof" settings and need a key or allen wrench to change. A setting of "3" usually translates to 20 deg. C. Turn it up!!

    TRVs in sheltered housing

    My parents live in a sheltered housing flat in england - they have just had TRVs fitted on their radiatorss by the housing association they rent from - my mom says she can't get the flat warm enough - might the TRVs have been set up to restrict max air temperatures (as a way of making heating econonomies for the housing association) or are they often badly fitted/set up with the same result?
    Thanks to anyone who can help - btw I've read up a bit on this but plumbing is a bit of a blind spot with me - so please not TOO technical :)
