steam boilers with Domestic coils are on the side of the boiler and yes in the water, HW boilers are usually located as high in the boilr as possible and usually in front some on top. If not in the water there will be very little heat transfer.

Irratic heating
Called in on an intermitent heating problem on Nat. gas steam boiler.
Another contractor has connected an indirect to the system and it produces inconsistant temperature H/W. The indirect is verticle.
My Question ! Shouldn't the domestic coil be no higher than the water level of the boiler?
Further can this cause poor steam with the H/W load slowing down steam production.
How do you wall friends install indirects on Steam?

indirect on side
This is an inditrect with a taco connected to the bottom of the steam boiler. It is not a coil in the boiler

Thought you were tanking DHW of a coil, is it airbound?? I notice that I have a hardr time in general keeping air out of DHW coils0
