There are simply too many possibilites to list.

And you didn't give enough information to even start heading in the right direction.

For example, you said "it will not fire". Does that mean the burner motor doesn't even try to turn over? It turns over but doesn't light off. Or it lights off but then quits right away.

    i have a few...

get a clean bucket and put some clean #1 oil in it..drop the supply and return into the bucket.. once the boiler fires leave it allone.....once the temp reaches 100F turn the power switch off.

wait 10 mins watch the temp pressure gage. it will automatically rise about 10 more degrees..

then turn the power back on and run the boiler until it reaches 140...turn it back off...wait 10 mins...the pressure and temp should both change a bit...

turn it back on again...leave it alone then go turn up a t stat and listen for the circ pump to run....

    you got heat...

    if not,

put the by pass plug in the return and try again...

if it doesnt fire and keep going you have eliminated the power and fuel variables from jump street...call a pro if it dont go...
