Sounds like you have the knowledge already, but are looking for the control and PC smarts to control the same? Am I correct? Look into Energy Management systems which should give you a hit on the Internet. Most manufacturers provide all that you need to build and manage this type of control and monitoring software. I'm sure others have their favorites, but the only one I have installed and worked on is called Trane Tracer system. There are so many to choose from.

Hello,
I work for a midsized plumbing and heating contractor in eastern Canada. We do primarily service. As far as heating, we work for small residential customers up to large commercial and industrial applications (i.e. 300 bhp boilers). Up till now we have been using Tekmar products to suit our needs. I would like to expand into the realm of preprogrammed controllers. Have boards built for us and then adjust and modify them using software.
I would like to know where to start on this. We have one technician who has a little bit of programming knowledge. I have programming knowledge as well. What language is good to get into at first. What course should I take?
Are there some good books to get into.
Please give some suggestions.

don't reinvent the wheel
my strong guess is that what you seek is already out there, lots of hardware thats programmable.
do a search for Allen Bradley for one, siemans, omron.
lots of industrial hardware out there just waiting for you to program it!
