    Two Radiator Questions (Steam)

Thanks for the help everyone has given so far as I learn about steam heat (One pipe). Two quick questions...
    1. Can a gate valve be broken and not open? (The handle turns, but does not lift the gate). And how could you tell other than taking it apart.

    2. One of the radiators in the sun room that was added on sometime in the late 50's (house built in the late 40's) has not been heating up. It is about 8 feet of pipe from the boiler and the only vent is the one on the radiator. We have been in the house for 3 heating seasons and it seemed to work well the first year and okay the second year. I took the vent off and could easy blow through it (almost as easy as a straw). After trying several of the ideas from reading Dan’s book, I decided to experiment and took the valve off and turned on the heat. About 10 seconds later a puff of steam came out of the hole for the vent (which I then put back on) and the radiator heated up. I let everything cool down and turned the heat on and the radiator stayed cold, took off the vent and it got hot. The vent is an adjustable type. The information on the vent is "Varivalve Quick Vent" made by Heat-Timer Corp and has a small slide that adjusts the venting. Is there a malfunction in a vent that could cause this type of problem? What type of vent should I replace it with, this is a small radiator. Thanks!
