Same room one radiator cold other hot?

This is my third heating season as a steam heat user. I got Dan's book and have tried to learn about the system. In the bedroom there are two radiators about 20 feet apart on the outside wall. Recently I found that one radiator was cold (including the valve at the base of the radiator) and the other radiator was hot. I made sure that the valve was opened (clockwise to close / counter clock wise to open) and it was. Could a defective vent cause this? I would think that at least the valve would get hot if it was a vent. I plan on removing the vent tonight to investigate, I was just wondering if anyone had any suggestions. Thanks.

    Yes, most likely it is the vent that is giving the cold shoulder, so to speak.

    Changed the vent last night and still no heat. The other radiator is warm about half way across (1 pipe steam). If it was a bad valve at the base of the radiator would the valve at least be hot? Do valves go bad that they do not open? When the heating season started this year I realized that the radiator was closed (May have been since we moved in) and opened it over the weekend and expected the heat to start coming. I have been reading Dan's book and have lowered the pressure on the boiler and some of the other home-owner adviced activities. Can the radiator not having the proper pitch cause this, from Dan's book I get the impression this would cause water hammer, not a radiator to not heat. Any advice is greatly appreciated. Thanks.
