I think they shot out a simple albeit partially accurate answer to a problem they don't know enough about. The questions they should have asked is..
What kind of expansion tank? Old large steel one, or modern small diaghram style?
Are there any air scoops or auto air vents in the system if it is the old style tank.
Etc.
I agree that many expansion tanks are not properly sized for their systems, but that should be addressed before telling a homeowner to shut off the boiler make-up line.
