I think there was some confusion about whether it meant "used oil" meaning recycled waste oil or bio-diesel, or a secondhand piece of equipment. I'll try to find it. But I do know that since there is no standard yet for recycled/bio, UL will not approve any equipment for that use.
Edit:
I found it. According to Firedragon, and I can't think of anyone more qualified to speak to this, if you mean NFPA-31, ART.12.3, PG 31-34, that covers equipment burning used/waste/recycled oil.
His comment on equipment that is not brand-new, comes out of a meeting he had with some legal eagles:
"As long as everything is disclosed, warranty, if any, is explained and everything is in writing, go for it.
The best observation from all of these legal minds, six, is that 'when any property is sold all of the home appliances in it are used, so now what'? Thanks for that great one Susan and leave it to a woman to have it make sense to us guys."
I won't post the link here since FD's board is for pros only. But if any pros here want to see the thread, I'll be glad to e-mail it to you.

Did I read somewere in a nfpa book that you can't install used oil equipment in a home? I can't find it again. If its true im guilty of it.0 -
My Take On It...
Yeah, once in a blue moon somebody is broke, in dire need and there is something used that will help them: I'd call that an extreme emergency. Other than that, a used ANYTHING causes me nothing but heartache and financial loss.

Re-use
Usually to re-use equipment you have to have the AHJ inspect it and individually approve it, however I believe you are correct that in the case of oil fired appliances, there is no ability to re-use it.0
