Outdoor temp sets the target temp for the supply based on the ratio you set. Indoor feeback over rides the target temp. Modulation is controled PID Delta "T".

What criteria is used by control systems to change the flame on modulating boilers? I know that outside air temperature can be considered but how is inside demand considered?0 -
So the lower the return water temp is the greater the flame?0 -

What they actually look at is not the water temp alone but the difference between the target temp and actual temp. You can run into scenarios where the boiler temp is at max with the flame as low as it will go and high fire at low temps. They look at the difference.0 -
