Main Vent Installed Off Plumb

I just had my main vent installed with a #1 Groton on a 22 ft. 1.5 " main. The steam pro's worker who drilled the main and put the vent pipe on has it off plumb by at least a bubble on the level. My question is will this vent work since its not plumb? How can I tell if its working? I can't really feel any air coming out of it when the boiler is on. So, I did try this, I started the boiler and felt for steam from when the header got hot to when the vent got hot and clocked it at 8 minutes. But this time changes depending on how long ago and how many times the boiler fires. I don't want to pay for something that's not right, I just want it to work properly. So, how can I prove this vent is releasing air?
