One pipe steam, thermostat timers, TRS wireless controls?

Thank you for your page on balancing one-pipe steam systems.
I live in a 3 story 6 flat in Chicago that has a one-pipe steam
radiator heat system.
The boiler was replaced about 10 years ago. We have one thermostat in
a first floor unit and our heat is all over the place.
In correcting our problems we are looking at doing the following:
. As you suggested, insulating the pipes in the basement
. We were advised to adjust the timing of the thermostat cycle by
letting it kick in and seeing how long it takes for the heat to reach
the third floor
. We are also considering a TRS wireless system with 6 sensors to get
an average reading from throughout the building.
We've had this problem for a long time and any insight you have to
give is greatly appreciated.

different approach
Look at Heat Timer's controllers for one pipe steam, they vary the cycle length based on outside air temperature, and are user adjustable.

Then, in the rooms that overheat, put in One-piper TRV's. You won't need to do all of the rooms, but if word get's out, everyone will want them (which is OK, too).
