Whatever it takes to get the steam to the furthest radiator, and no more. We have a 4 story office building where the furthest rad in up on the top floor and 350 feet away. It takes 3.5 lbs to get the steam there. Every system is different. If 1.5 does it, great...you may need a little more....it's trial and error time.

more details of the system would help determine the correct pressure.
Is it two-pipe or one? Are there traps or special elbows on the rads? Are there any markings on equipment as to the original manufacturer?
If it's a two-pipe, it may be a vapor system, and shouldn't need more than a few ounces of pressure. If it does, something's not right.
If it's a one-pipe system it may need signigficantly more.
