pressure controller for one-pipe steam system

I have a one-pipe steam system. Boiler is 3 yrs old. The honeywell pressure controller trips boiler off at 2 psi on my gauge. Its one that has the differential setting on one side and the main on the other. Boiler run time is about 15 to 20 mins before it trips at 2psi. I have tried to get it to trip earliar but that seems like the lowest pressure i can get . Is the controller set like this from factory. I heard on here that a vaporstat works better. Or are my adjustments not working properly. Or do i need to screw them both down till they can't go any further. Thanks
