Rattling pipes

I live in an old pre-war building that has three floors, 1 apartment on each floor. The building uses steam heat for the radiators.
There is a pipe that run from the basement through each apartment and is connected to each radiator (1 per apartment). Recently, there is a rattling noise in the thru-pipe. The noise does not come from the radiator itself, it comes from that pipe that runs from the boiler through the building.
I can hear the noise when I am in the mailroom (where the pipe first enters the building), and in my apartment.
The noise comes every 3 hours or so, and lasts for about 45 minutes to an hour each time, and is the loudest at night (post 10pm).
Additionally, when I hear the noise in the pipe in my apartment, if I walk down to the apartment below me, I can hear steam coming from inside that apartment.
I have had my radiator drained. But the radiator in the apartment below me has not been drained.
My landlady has someone who works in the building and he told her this is normal, but I have lived there for three years and this is the first time I have heard this noise.
Can you please help me with a solution?
