275 gal fuel tank question

I have a question about my 2 year old fuel tank which is outside on a slab.. I notice when the guy is here filling the tank (WE USE THE SAME COMPANY) As hes pumping the oil into the tank-The outside of the tank when you knock on it-has a rock hard sound-It feels like a rock wall--Feels like its going to explode! The tank is 2 years old-and I just changed the gauge and vent assy (OEM) This is the second gauge and vent combo assy on this tank.Today i got another delivery of oil and The tank got rock hard.. Also the guy said he has to stop at 3/4 fill unless he fills it real slow--to the full mark! BTW--The vent Works great! While hes filling the vent has the whistle and you can feel air move out fast..Does anyone know what could cause this? I dont ever remember the tank at fill up getting rock hard when filling...When you knock on the tank with your knuckles--its like knocking on a cement wall!!! When hes done filling and you knock on the tank-It sounds like a metal 12Gauge tank-With that echo sound... Thanks so much!!

    Happy New Year to you also. Tanks are set up so the vent alarm (whistle) sounds when the tank is not completely full so there is room for expansion. Can you picture what would happen if you had a full tank of cold oil and then it warmed up and expanded? Personally I like that rock solid knock on a oil tank, The hollow sound only means $$$$$$$$ to get back to the solid sound.
