temp change,flow noise

Hello, i have 5 year old hydronic system with multiple zones using circulators. the supply temp and the return temp only differ by 10 degrees or less. there are some flow noises in the lines. rushing water sounds. the system pressure is constant 12psi , 2 story house.
Should i close off the balancing valves a little, to allow the water more time in the baseboard finned radiators 3/4"; to get a greater temp drop and to slow down the water in the lines?

First of all the rushing noise is air in the system and it needs to be purged. As to the flow, how does the house heat? When are you measuring the delta T or temp difference? What was the design intent of the installer? IF the system was designed for a 20* temp change at design temp, you will see a lower Delta T at higher temps.
