water in air vents

What does it mean if I have water in the Air vent? The Rad was clod so I unscrewed the vent. When I took it out, water came out of the vent and a little from the Rad. The RAd then started to get hot right away with the vent off. The Rad does have a backpitch of about 1/2" it is 4 ft long.
What is wrong with running the heat with air vent off the rad? It seems like a solution.

You need
a new air vent.
Running the heat without the vent will allow steam out of the radiator. Not good.
