Look at Thermostatic radiator valves and a boiler cycling control. You can get a wonderful level of control and efficiency with this setup.

Zoning help for an old oil boiler steam system
I manage an older turn of the century building which has four units, two retail on the main floor and two residential (one each above the retail) on the second level. The entire structure is heated with a single oil steam boiler and it currently has a single thermostat in one of the retail stores. Is there any way to zone this system or obtain regulated heat in the various areas? Any way to conveniently convert to hot water heat? If I were to change the hvac on the residential level could I cap the lower system? Thanks in advance.0
