Steam return buried in basement floor

I have a gas fired steam system. I also have a finished basement with alot of pipes and wires buried behind walls and in soffits. I recently discovered a leak in one of the pipes and in the process of taking some of the soffits apart I found another leak in a different pipe. One of the leaks is at a tee and the other at an elbow (both copper). Furthermore, I discovered that the return (now galvanized not copper) follows the wall down and into the floor, then comes up about 10-15 feet on the other side of the room behind the boiler, into a hartford loop (I was told?) and back into the boiler. Is it a good guess that the return in the floor is corroded/collapsed/clogged and is not allowing the codensation to return to the boiler, thus backing the water up making the joints in pipes leak. Any thoughts or advise would be greatly appreciated.
