3 Radiators Upstairs Not Working

Hi,
As the title suggests, I have got 3 radiators upstairs that will not heat up. They have been like this for many years, and finally I actually need to use one of the rooms - so a fix is required. The most recent radiator that stopped working was about 2 years ago.
It is a closed central heating system.
I have tried to bleed them over and over again (even until almost clear water comes running out). I have tried closing off all radiators in the whole house and only allowing the heating to goto the ones that do not work. This did not work.
When I bleed the radiators in question, one of the pipes gets really hot and the top half of the radiator warms up whilst doing so. However when I stop bleeding they cool down and will not take any more heat.
The lock shield valves are all open as far as possible and I have even tried turning all of the other working radiators shield valves off to see if that helped - but to no avail.
The pin that controls the other pipes flow was slightly stuck down on all of the non working radiators, and does not spring back up as it is meant too. Which leads me to believe that this is the faulty valve.
I am interested in hearing what you guys think?
I am planning on draining the system, replacing just one of the valves to see if that gets one radiator working. And if it doesn't well, I am out of ideas. If anyone can provide some guidance that would be most appreciative.

Problem Solved
The pin thing ? Do you have panal radiators. Sounds like you have faulty throttle valves ? Funny ..Why only up stairs ??0 -
Yep, panel radiators.
Why only upstairs, well these radiators have been not used for a long time. That is my guess as to why. I thought the pins would be stuck because of no usage, but they don't spring back up even when WD40'd etc ...
Will replace one of the valves tomorrow and hopefully have more of an insight ...
The shield valves are working fine so my guess is it must be the other side (throttle valves is it?).
