If you can make the boiler run 100% of the time at your design temperature that would be great, thats why modulating boilers adjust their input constantly. Every time the boiler starts or stops energy is wasted, that can never be recovered.

Is the IBR rating on a boiler for 100% duty cycle? i.e. the boiler is running flat out?
Once I determine the max heat loss for a dwelling, is that the number I should use to size the boiler, or do I need to include a factor for duty cycle, i.e. so that the boiler isn't running 100% of the time.
