Balancing Mouat Heating System

I have an old Mouat system which all but one of the original valves have been replaced. All of the wet seals are in place. I am in the process of regulating the valves so not to get steam into the dry return. I installed a vaporstat and set the pressure at 3oz with a subtractive difference of 3oz. I set the thermostat at 72F and the room temperature was 68F. The boiler is currently cycling about 65-75 seconds. Can I adjust the valve such that the wet seal trap can reach a certain temperature? What would be a good temperature? I am measure between 80F- 160F currently at different radiators.
