Hot Water Heat Exchangers

I have a question about circulating hot water in a heating system. We are utilizing a heat exchanger heated by low pressure steam to heat water for heating office spaces. What is recommended for the location of the circulating pump? Would it be better to push the water through the exchanger or pull it through? Also, should there be a safety valve on the steam and/or water side of the system?

Same as with
any heater be it a boiler or heat exchanger, the air separator and expansion tank want to be on the supply outlet and the pump wants to be downstream of that, pumping away from the expansion tank connection.
There must be a relief valve on any system holding captive water and/or steam which may exceed the safe operating level of the equipment.
While you are at it, don't forget the vacuum breaker on the shell of the HEX....0
