You will want the full 1 1/2 pipe for a slow run of water and large surface area to get the oily crap on top to move through, I usually use a short nipple than a full port ball valve and run a temporary piece of larger PVC from the valve to the drain

Skimming boiler
I'd like to skim my steam boiler. The manual says to provide a 1 1/2" piping from the skim tapping to the floor drain. Is this necessary or can I reduce it to 1/2" with a bushing and put a WOG ball valve and skim it with 1/2" pipe?

Skimming
I "hate" doing the skimming process through 1/2", but if that`s all you have, make-due. Remember the "crap" you want to get rid of is on top of the water, so it will take you a while, maybe a long-while, to do-it!0
