New boiler cleaning

My building had a new boiler installed and according to the installer they cannot skim and clean the boiler until it has been running for a few weeks. Is this true? After reading "We Got Steam Heat" it didn't sound to me like that is necessary. I thought it would take a day but that they should clean and skim before it started running for the season. The installer suggested that it takes a few weeks for the oil to rise to the top. They conmpared it to the first oil change for a new car. Any input will be appreciated.

I skim the boiler the day of the install,but I know I will be back . It will take time for the unwanted oil to fully collect... Give it time you will know when it needs cleaning..0
