I got to work on a system today with 65 of those in one tennemant building, oh nevermind I made that school in Portland and Thanks Again.

It's
a condensate drain with a check valve, used to pipe a convector into a one-pipe steam system without creating counterflow in the element. This type of element was not roomy enough to allow counterfow without banging.
I think I sent you a diagram of this a while back.....
