Keep it simple

My uncle, removed by marriage, plans to add on to his wood working shed, @ 16 x 20, with 8' ceilings. Plans are to poor a slab, and build on it. He would like it heated, but doesn't want forced air, due to dust, and staining wood. The obvious solution is in floor radiant. How small of a water heater would it take to keep this room comfortable? Comfortable meaning 60 to 65 degrees. I really don't want to use a boiler for such a small area, it seems a little overkill to me. If anybody has any ideas (besides a boiler) let me know.
Thanks in advance.

Sorry man!
If the pros suggest a boiler, then there may be a good reason for it.
