ODR controller needed

I'm looking for an outdoor-reset controller ideally having
- an outdoor air sensor
- an (indoor) immersion sensor
- an 'output' switch
- settings for slope, intersection, and hysteresis
Given specs, I can roll my own sensors, so an immersion sensor is not a strict requirement. The controller has two applications: initially as an ODR boiler control for a nonmodulating boiler firing to solar storage; later as a mode control, selecting between heating from solar storage v from a modulating boiler.
If there are such products, what is your favorite?
