... I did anything, I'd find out what the legalities are in your area. In many places, you can't meter things like this for billing purposes unless you're a utility.

Have you done any BTU metering ?(apartments)
I am giving consideration to metering vs. separate boilers for a multi unit apartment. Does anyone do this on a regular basis. Any pros vs. cons, success and horror stories out there. Should I tell the guy to just raise his rates. I am told that he can only raise the rates on a yearly basis!

In Europe, individual BTU metering is quite common in multi-family units. Do a search here, it has come up before. The electronic meters that account for flow and supply vs. return temperatures are the most accurate.
These units are not cheap... but installing these meters may be less expensive than installing two boilers... Plus, it's less maintenance for your landlord to keep up. The only downside with BTU metering is that the landlord becomes a utility, with all the attendant hassles (i.e. paperwork, people not paying up, etc.).0
