Im looking for an ornate cast iron rad in the 4.5k btu/h range. is there a way to calculate the btu/h of a rad by its size and number of sections?

yes
You'll need to find the number of sq ft of radiation, and the actual water temperature that it will see (NOT the high limit setting).
I have a chart, from there. I'll look it up.

Determining the Sq. Ft. of an unknown rad?
A little calculation can do this. Find a vessel large enough to place the rad in. and deep enough to not over flow when the rad is immerssed in the vessel, in water. Measure the difference the water level takes. (plug rad openings) the displaced water is the area (sq.ft)of the rad. That water is in cu.ft. or gallons. How much area will it cover if spread out?
Walla, that is the sq.ft. Perhaps there is a thickness that the water should calculate to. That is the only factor that I have not seen.0
