I have a customer who has radiant floor in the basement floor with a hwt,and wants to have a staple up with same system for ther bedroom.The question is i'm concerned aboutthe high temp in the bedroom due to new oak floors!Would a three way or four mixing valve help?

Do a proper heat loss to determine the temps needed. The bedroom will most likely need a higher temp. It is important that you control BOTH temperatures in order to properly heat the spaces. No problem with radiant and hardwood as long as you properly control the temps.

Plates
If you use extruded aluminum plates, such as Thermofin or Wirsbo Joist Trak you can use the same temperature for both floors. Ideally, the whole system should be on outdoor reset of some sort, whether it is a motorized mixing valve or injection. Even better, use a modulating condensing boiler and skip the mixing altogether.
