does any one know what the hold up is? Some politician with there hand out? Are they doing any test sites with them or are they wating for some thing else?

I'm not sure, but it may have to due with the fact that MA had some co deaths this past winter, and they want to make changes for new units coming into market. I heard talk about adding a co switch to new units.

I dont know if this is true though.
