Zone Heat

I have forced hot water and I have a zone (Z1) that heats up even when the zone value appears to be closed when another zone is calling (i.e. the hot water zone). The thermostat is also off for Z1. When I check the motorized valve on Z1 at the furnace, it appears to be closed, but the pipe is hot on the output side of the value.
I can cycle the valve manually and it appears to open and close properly (using the metal slide switch). Is it a faulty valve? The valve is a Honeywell unit P/N W8043 1036.
