The circulator's in backwards. Instead of the system pipes returning to the circulator suction side, the pumps should be pumping away from the boiler (and point of no pressure change [the expansion tank tie-in point]) and pumping INTO the system riser - NOT sucking the water through the system.
You may want to get a pro in there. Check the "Find A Professional" spot atop this thread. Plug in your zip code. Almost everyone listed is a serious pro who could take a look and tell you if my suggestion has legs.

low flow problem
We manage a building with hydronic heat. The main leaves the boiler room and goes straight to the roof of the 6 story building. there it divides into 4 and these 4 lines divide again, each branch going straight down to the basement. The rads on floors 2-6 are all adjacent to these downfeed lines and are fed by diverter tees. The lines join a return circling each quadrant of the building and each of the 4 returns goes straight to the suction end of the circulating pump.
The basement rads are fed by diverter tees on the return in the ceiling of these units.
We are having low flow and not enough heat in these basement units.
Any suggestions?
PS there are 2 diverter tees for these problem rads and we also have them removed and flushed with water in both directions to ensure sediment is not blocking the lines.0
