... some oil burners allow this option, others don't. The main concern seems to be to ensure that the cold outside air does not cool the nozzle and the rest of the burner to a point where the oil does not atomize properly.
My limited understanding is that even "sealed" combustion units ought to have some means of pre-warming the air, such as running uninsulated combustion air piping through conditioned space. In a concentric direct-vent application, the inner flue pipe can also do a lot to pre-warm the incoming combustion air.
