Ensure the system is operating properly FIRST. Use of TRVs may help you balance out the heating too. I have used a thermostat capable of remote sensing and averaging which has solved some problems in two story applications.

Thank you all for your last bit of help on replacing an older boiler, My latest questions are thermostat location? currently the thermo is located on the first floor in a rather small room- right over the boiler- tho not really all that cold since I have moved in I have had the opportunity to run the system and have found the first floor heats well .. but I gather the boiler shuts off long before the steam heats any of the radiators on the 3rd floor ... I gather it would be wise to relocate the thermo. ? to a more central maybe 2nd floor location ? And one more question .. tho I am sure obvious.. I am not sure .. I have to replace one of the risers to on of the radiators, new bathroom tile is rising the floor about 1/4" should one use galvanized pipe or blk iron - like gas pipe or is there something else that should be used?

T-stat location: Interior wall well away from any drafts from doors or windows. It shouldn't be affected by heat-producing appliances like radiators, large appliances etc. An interior hall is often a good spot--provided that it's well "open" to large spaces.
If you're having problems with uneven heat, just moving the thermostat won't do much to help. If you move it to a space that's relatively cool, the rest will be ever warmer. If you move it to a space that's relatively warm, rest will be ever cooler.
Your current t-stat location doesn't sound like it's very ideal.

i recommend checking to make sure the vents on all your radiators are sized/working properly..there's no point in moving a t-stat for steam for the reasons in the above post. it sounds like you need balance to all your radiators. the ones that are in the rooms that affect the thermostat should be the last to heat up and the ones furthest from the t-stat/boiler should heat up the quickest......this is assuming that all the radiators are working and heating up in the first place.0
