Should restrictive examinations be given to everyone over

40 years of age ,in every profession, trade and skill in society?
If so, who should make these exams?

I once read a story about society in the future.....

to delineate the Productive members of society a system of examinations were given to everyone...much as taxes are today...
the major difference was that the system was somewhat like a lottery....however, if you were 40 or above one could opt out of the lottery portion and take an examination of thier current abilities....
the option was to check ones dexterity and the like, however if you failed you had to donate one of your organs to the government for reuse in keeping higher quality higher skilled employees alive...
Should you elect to play the lottery however, and Win then you and your family would go on vacation and you would all be treated like kings where upon at the end of that day your survivors would inherit a million dollars...*~/:) Lucky might not really be the word for this particular fate....
This was a means to control population and ensure only the best mental and physical adept would live long enough to do thier best work for the government....
as one aged the examinations became more and more Restrictive...meaning at 40 one would hold a sharp pencil by the eraser over a spot the size of a 25 cent piece for 3 minutes , if they didnt go outside the line of the quater in that time period, ...They Passed....at age 80 which was the venerable age of this one particular character...he had to hold the pencil point within a slot about the size of one of the "o"'s on this page....
    *~/:)
