On a two-pipe HW system with 3 rads on the same zone, can one rad's valve be turned down to decrease that rads output...or is a rad valve only for shutoff purposes?

rad valves
It depends.......(sorry) Some older rad valves are built to restrict flow but most are simple on/off. Take a good look at the valve. It may have a plate under the handle indicating % of open./close setting.

Thanks, Al. These valves are Pasco....pretty inexpensive. They're all I've ever used. They have the standard rubber washer and a retaining washer, that seat onto the valve body. No marks, however. Knowing the flow will be decreased, will the radiation be decreased as well with slower flow?

Your valves will only work properly as opened or closed. You certainly will effect the heat transfer by slowing down the flow, but there is no way to measure it or to control it on a regular basis, and the valve will be damaged or destroyed in a short time. It's simply not made to throttle flow. Depending on how the system is piped, you may effect the flow elsewhere as well.
