Previously when I had searched for a pro on the main page it turned up nothing. now there is one.

hot water wont fill
During a summer rehab of our kitchen we drained the hot water heating system to move a radiator. The radiator is back in place but the system won't fill with water.
See attached images with cross-reference valve numbers.
I believe valve 1 is for filling the system, valve 3 is for purging. If valve 1 is opened I don't hear water flowing even though it is connected directly to outside water and and hot water heater cold water in which does get water. With valve 1,3 open no water comes out of 3. I tried this with valve 4 in open (out), and close (in) position.
QUESTIONS
1. Is valve 1 how to fill the system?
1a. If so what is going wrong?
2. What is valve 2 for on a large tank connected only to the boiler?
3. Can I force water through valve 2 and tank to fill boiler then system?

from posted pictures, I don't see a pressure reducing valve or backflow preventer0 -
pressure reduction
the pressure reduction valve is on the top back left of the boiler behind the circulation pump. I don't know about a backflow preventer.0 -
It's that time of year
This time of year we get allot of these, no way to be sure without being there, which is why advice is free, but, usually the pressure reducing valve is stuck closed. If your boiler pressure gauge shows less than 8 pounds ( usually 12 cold) you need to refill. Trace the drinking water cold line until it goes to the boiler to confirm it's connected, with allot of luck someone put in a manual bypass arround the fill valve, if not time for a new pressure reducing valve. If someone competent hasn't looked at this system for a few years I would get a yearly cleaning and testing done along with the new prv.0 -

I think Donney is correct your missing a Pressure Reducing Valve and Backflow all I see on top back of boiler is a Pressure Relief Valve, and as Weezbo said find a pro to look this over.0 -
# 1 is fill...looks like there is a black handel valve also. Be sure both are open.
# 2 is expansion tank drain. Leave closed.
# 3 is your boiler drain. Leave closed unless draining boiler.
# 4 looks like a fill bypass. Try turning on #1, and putting #4 up, or out. Fill to 25# or so, and open # 3 with a hose attached to it.
