taco pc700 vs circulator 00 with outdoor reset vs boiler

Okay,

So there are many options to utilize outdoor reset.
Questions:

1) Using the taco pc700 or the 00 circulator for solution where you don;t have outdoor reset capabilities on your existing boiler?

2) Who's controlling who? that is, is the pc700 in effect controlling the boiler temp, or making adjustments dowstream from the boiler? Maybe a little confused. Need to dig in a little more on the appplication notes.

3) If purchasing a new boiler, make sure it provides outdoor reset eliminating any needs for taco outdoor reset solution(s)?

4) Where should the control really be accomplished for efficiency, at the boiler or at the circulator? my guess would be at the boiler.

I'll keep reading and get smarter.... but until then, fell free to give me your thoughts...
