The Thermostat which acts as the switch is what calls for heat when room temperature drops below set point temperature. The thermostat is in line with one leg of the transformer, and the zonevalve, so if the thermostat is stuck closed you would have a constant 24 volt supply to the valve, or demand for heat. You mentioned taken the actuator off the valve body, if the valve had 24 volts going to it, and the valve actuator was working properly, you wouldn’t be able to take the actuator off with a lot of difficulty. If you did take it off, you may have damaged the valve. The piston may have over extended without a positive stop, and not go back to the original position causing the end switch to remain closed.
