seems to me, is the connection between the steamfitter's union and the public money on which the project hinges. The union controls that valve so to speak. They already have a sandbox and do not want anyone to have theirs, IMHO.
It may not be helpful to say, but private money would be out of their grasp. Have private sources been solicited?
One of my philosphies of design is, if you come up against an immovable object, work around it.
