because the Gas Co. had shut down his mothers Hot Water Heater. Seems they had high C.O. spillage.
This is what we removed. The "newer" hot water heater had a draft hood but somebody thought this was O.K. to leave in the flue connector.

Most are illegal
Unless stamped with AGA or CGA stamp they are illegal. Unfortunately 100% of both are unsafe!!0
