Steam radiator problem

I returned to my rented apartment to find the wall area above each of the total 4 radiators in my apt. covered with a gray sooty-like material. Difficult to clean. In one room the stuff went to the ceiling/wall corners and sort of "sprayed" the room. Is it possible in a steam system to have material from within the radiator (obviously very dirty) escape (via the valve?). What conditions produce this nasty mess. How best to clean it up? Many thanks for any information or advice.
