In my opinion, the weld is at fault. This sounds like a structural fault, (At the weld). "Thermal Expansion" would give you problems with the T&P valve relieving itself as a result of increased pressure due to the expansion having no where to go, especially if there are check valves or back flow preventors installed. If this were the case an thermal expansion tank would absorb the increase in pressure. So,...You can rule out thermal Expansion.

    Having trouble getting a response from lockinvar and i am wondering if any one else has experienced such problems? i instaled a 6gal. elec undercounter water heater for a customer. 2 times both times the cast iron coller leaked at the weld (not at the element)where the element enters the heater. My supply house told me this is due to thermal shock/thermal expansion. i tested the h2o psi. and have around 60#. it is my opinion these heaters are rated for 300# why is the relief not poping before the tank? this small job has cost me alot of $$$$ and i am willing to what ever it takes to satisfy my cust. But am wondering if anyone else has had such problems with this suposed high end product/mfg. Makes me want to go to a warhose store for my purchases.
